Hilltop Unit houses over 341 male inmates, and it is located in Gatesville, Texas. It is a Texas state prison that is located at 1500 State School Road, Gatesville, TX, 76598-2996, one of the largest highways in the country. Since Hilltop Unit is a Texas state prison, it is part of the Texas Department of Corrections.

Hilltop Unit is home to five facilities. Four of these facilities house level 3 medium-security inmates, while the last facility houses minimum-security inmates. There is a separate building at Hilltop Unit that is utilized for inmates who are on administrative segregation. For those who might be unaware, inmates are placed on administrative segregation as a punishment for violent or disruptive behavior, and is separated from the main prison population.

Sending Money

Inmates in Texas facilities can receive money in an “inmate trust account”. It should be noted that 50% of these funds can be deducted from commissary in order to satisfy fines/fees of any kind. The funds associated with an inmate will follow the inmate if he moves to another Texas state facility, as well.

There are only two ways inmates in a Texas state facility can receive funds:

  • Mail

  • Online

If you wish to send money to an inmate through the mail, you can do this by sending a certified check, money order, personal check, or cashier’s check, as well. However, it may affect how long it takes for the inmate to access these funds. The fastest method is a certified check, while every other check might take up to 30 days to process.

There is also different protocol at Hilltop Unit for how to send money through the mail, depending on which facility your inmate is housed in. Some facilities require that you send the check directly to the facility, while other institutions require you to send the money through JPAY using a different form and address. You can also send money to inmates online, typically using two services: JPAY and Access Secure Deposits. Inmates typically use the funds to purchase clothing, food, snacks, and more.

Phone Calls

At Hilltop Unit, inmates cannot receive incoming calls at any time. All calls are outgoing calls.

Inmates have two choices when it comes to making outgoing phone calls:

  • Call collect

  • Global Tel Link

A collect call does not work with cell phones, and it charges the individual on the receiving end of the call.

Global Tel Link is a prepaid calling solution, and requires you to set up an account in order to use the service. You can call a phone number to set up Global Tel Link (GTL) service.

Inmates at Hilltop Unit can use the phone to communicate in 15-minute time slots. However, the phones are usually turned off around 9 PM. All phone calls may be monitored and/or recorded.

Visiting Rules

The only days available for visitation at Hilltop Unit are Saturdays and Sundays. Visiting hours are 8:30 AM to 3 PM, and visitors must arrive by 2 PM. Scheduled appointments are allowed for first visits. Appointments can be scheduled online, as well.
